The NRP’s investment plan for public administration to support Italian citizens

A public administration allied to citizens
The National Recovery and Resilience Plan (NRP) places digitization as one of its main goals. Italia Digitale 2026, a strategy developed as a result of grants received, drives the digital transformation of public administration, aiming for 75 percent of the sector digitized by 2026. The document outlines the initiatives undertaken, results achieved and next steps to fulfill national and European commitments, supported by an investment of about 48 billion euros, including 2.6 billion for PA and an additional 800 million from the complementary fund.
The investment aims to improve PA services, making them faster, more efficient and of higher quality for citizens. According to DESI 2022, Italy ranks 18th in Europe for digitization, with the Digital Decade Report 2023 highlighting a gap below the EU average in digital public service delivery and usage by Italian users, at only 40 percent. The new initiatives aim to improve this situation by increasing the adoption and efficiency of digital systems.
Beneficiaries of the NRP
OpenPolis indicates that the main beneficiaries of the investments will be municipalities, with about 95 percent of the resources going to them. The remainder will go to schools, regional agencies, chambers of commerce, professional associations, mountain communities, and health and hospital companies.
Areas of intervention
Digital transformation will focus on training, digital skills acquisition and adoption of digital infrastructure such as the cloud to improve data access and interoperability between administrations. Cybersecurity, with an investment of 623 million euros, is crucial to ensure data protection and business continuity.
The NRP also envisions the creation of a “National Data Platform,” facilitating efficient access and use of services by citizens and businesses, even remotely.

Providing tools for the public administration to deliver services exclusively digitally and to be able to protect itself from ever-increasing threats opens up possibilities beyond the simple concept of modernization.
Investing in digital transformation means promoting sustainable, ethical and inclusive development; it means investing in training for digital skills to defend information systems; and it means regulatory and administrative simplification of processes for continuous improvement of the citizen user experience.
